La estructura del obsoleto e ineficiente Estado paraguayo está montada sobre un sinnúmero de engranajes que responden a una forma de pensar definida, que es lo que el ciudadano común conoce y en base a la que se mueve, planifica, estructura su propia vida.
Es un monstruo de mil cabezas que surge y resurge constantemente y que no hay forma de quebrar a corto plazo. La mayoría obtenida por la Alianza el 20 de abril pasado dejó claro que la ciudadanía está consciente de que ese modelo está agotado, que nos sume en una pobreza vergonzosa, traducida en estadísticas lamentables en términos de calidad de vida, crecimiento, educación, niveles de salud y seguridad.
La victoria fue un respaldo a la oferta del cambio: la gente está dispuesta al sacrificio. Pero el cambio necesita liderazgo. Un líder es aquel que conduce a la masa a un objetivo definido, con metas claras y preestablecidas. Debe conducir el equipo que estructurará, con planificación y transparencia, una nueva sociedad que elimine progresivamente sus vicios.
De abril a setiembre es tiempo suficiente para delinear al menos una estrategia comunicacional que reduzca el nivel de incertidumbre en que se mueve hoy el ciudadano común, que en estos momentos navega en un verdadero mar de dudas y especulaciones que no hacen más que acelerar la aparición del fantasma más temible para el Gobierno aliancista: el desencanto.
Y aunque el Gobierno ha anunciado la creación de una especie de superministerio de comunicaciones, su estrategia de propaganda -si es que tiene alguna- es pésima: desde las públicas discrepancias entre el jefe de Gabinete y el ministro del Interior sobre el juramento de Nicanor Duarte, pasando por el enfrentamiento Borda-Vera Bejarano, hasta la imagen del director paraguayo de Itaipú vociferando la firmeza del Paraguay en no recular en su intención de renegociar el tratado, para luego subir sumisamente, respaldando al igualmente sumiso presidente Fernando Lugo, al orgulloso Galaxy verdeamarelo de la Fuerza Aérea Brasileña que lo vino a buscar para llevarlos a “enfrentar” al presidente Lula.
Patético.
Un ejemplo del rápido deterioro también surge de sectores antagónicos: mientras que por un lado, la Unión de Gremios de la Producción emite un rotundo comunicado criticando la falta de claridad en los objetivos del Gobierno en la materia, el líder de la Federación Nacional Campesina Odilón Espínola señala prácticamente lo mismo desde el punto de vista del sector campesino. Cara y contracara de la misma moneda, unidos en la misma duda: ¿hacia dónde nos lleva Lugo?
¿Qué es lo que realmente quiere?
Y finalmente, ¿será que en la Alianza están conscientes de que están a solo cinco votos vanguardistas de perder la mayoría en el Senado y con ella todas las posibilidades de llevar adelante cambios reales y profundos?
Prometieron claridad, transparencia y cambio. Es hora de que empiecen a demostrar que no era un simple discurso de campaña.
