Dice un encabezado del Diario ABC de hoy domingo:
MINISTRA VENEZOLANA LLEGA HOY PARA IMPULSAR ACUERDOS.
Tema ambiental, excusa para influir en Paraguay.
La agenda de la ministra Farías Pineda incluye entrevistas con el titular de la Secretaría del Ambiente, Dr. José Luis Casaccia.
El tema de la reunión bilateral es la implementación del acuerdo de cooperación firmado por los presidentes Hugo Chávez y Fernando Lugo, en San Pedro de Ycuamandyyú, el 16 de agosto pasado.
El artículo primero del convenio en materia ambiental expresa: “El objeto de la presente Carta de Intención es realizar un estudio de viabilidad técnica, económica y financiera con miras a formular un Proyecto de MESAS TÉCNICAS DE AGUA, a fin de compartir la experiencia venezolana en esta área”.
El acuerdo en materia ambiental deja al desnudo las verdaderas intenciones de Hugo Chávez hacia nuestro país. Pretende convertir al Paraguay en una pieza de su ajedrez geopolítico, tal como logró hacerlo con Bolivia, Ecuador y Nicaragua.
MESAS TECNICAS DE AGUA.
¿En qué consisten las Mesas Técnicas del Agua?
Hugo Chávez explica de la siguiente forma:
“Estas Mesas Técnicas de Agua, como herramientas de la revolución, permiten construir el socialismo bolivariano, el cual no cae del cielo, sino que se construye desde abajo, para impulsar los valores socialistas de los venezolanos”.
“La conciencia del deber social borra cualquier vestigio de individualismo; nos debemos a la sociedad, al colectivo, al pueblo, a la nación toda, a la patria”.
Chávez reveló que las mesas técnicas de agua constituyen una “herramienta de la revolución”, siendo un factor de adoctrinamiento ideológico y no precisamente grupos de análisis técnicos del aprovechamiento de un elemento fundamental para la humanidad como es el agua.
El convenio de cooperación firmado por Fernando Lugo en nombre de la República del Paraguay establece que el uso y aprovechamiento sustentable de los recursos hídricos será a través de organizaciones sociales y el artículo segundo del acuerdo dispone la creación de una contraloría social.
Hugo Chávez ofrece a Paraguay “compartir la experiencia venezolana en esta área”. El modelo, en realidad, busca fragmentar los órganos de control y regulación del Estado paraguayo.
El acuerdo con Venezuela expresa textualmente: “…uso y aprovechamiento sustentable de los recursos hídricos, a través de organizaciones sociales”.
El organismo técnico del Estado paraguayo responsable del tema es ERSSAN (Ente Regulador de Servicios de Agua y Saneamiento).
Resulta inadmisible la pretensión de Hugo Chávez de reemplazar a un organismo creado por ley de la nación por organizaciones sociales que no tienen una función técnica, sino objetivos estrictamente ideológicos.
Una pregunta fundamental:
¿Por qué la Secretaría del Ambiente debe discutir el modelo de uso y aprovechamiento de agua, si el organismo técnico responsable del tema es ERSSAN?
